JOB PURPOSE
To manage the efficiency and quality of the engineering and development value chain by proactively planning the development activities of Tahakom and ensuring adherence to the policies and procedures.

JOB TECHNICAL ACCOUNTIBLITES
Facilities Design
- Monitor design plan and specification, and ensure proper development of preliminary architectural and structural design according to given specifications and provide recommendations highlighting improvement opportunities
- Review and approve the final detailed design and estimated budget

Analyze detailed design in order to recognize key requirements and capabilities for the development of tendering package and needed expertise for project execution.

Support in the development of a detailed tendering package including specifications, requirements, the expected timeline, and needed information for project execution and coordinate with Procurement and Logistics function to initiate tendering process

Provide input for the development of RFPs’ to be sent to potential shortlisted contractors/suppliers based on profile fit, requirements, and needed expertise

Collaborate with relevant stakeholders from Finance and Investment function to evaluate cost against the set budget and support the Procurement

function to negotiate payment terms and prices after assessing bids from a technical perspective
-
Provide support to the Procurement function in selecting adequate service providers and coordinate with relevant functions to finalize the contracts
Project Implementation

Initiate facilities projects based on approved project submittals and schedule

Monitor project execution by tracking progress, identifying issues, and determining convenient solutions to ensure proper implementation according to the set timeline and budget

Review the execution of the testing plan developed by project contractors to ensure the functioning of project outputs according to requirements, specifications, and standards and report detected issues when needed

Receive and review proposed solutions and corrective actions to solve detected issues

Conduct periodical site visits and inspections to ensure compliance with the approved designs and drawings

Collect and consolidate developed reports including detected issues, a summary of the project’s progress, timeline, and cost deviations

Manage the commissioning of facilities projects to ensure that all Tahakom requirements are met
Facilities Planning
-
Conduct site visits and assess current conditions of Tahakom facilities to identify the need for new projects or improvement of existing ones
-
Conduct an external assessment to define existing gaps with the latest trends and standards that can be applied while initiating new projects or improving existing ones

Identify and gather needed requirements to establish and improve facilities and accordingly identify the required budget
-
Support in the selection of best-fit facilities engineers in coordination with the Procurement and Logistics function to lead the development of facilities design, basic engineering activities, tender package, etc.
Project Closure and Handover

Oversee project closure activities including revision of project closure reports to ensure all deliverables are submitted, and lessons learned are developed

Ensure that all relevant contractual obligations are met

Monitor project deliverables and assets post-occupancy in order to identify unreported discrepancies or disparities

Issue a certificate of completion upon the expiration of the defect liability period

Review vendors/supplier's performance reports for identification of future actions

Archive project information list prior to assets handover
JOB QUALIFICATIONS AND REQUIREMENTS
Knowledge & Experience
-
6 years and above of relevant experience in Design and Development Management, with at least 2 years of experience in a supervisory position
Education & Certifications
-
Bachelor’s degree in engineering or equivalent is required.

Master’s degree in engineering or equivalent is preferred
